Constitution of ICC for considering complaints of sexual harassment of women employees at ARI

In accordance with the guidelines of the National Commission for Women, the Agharkar Research Institute has constituted an Internal Complaints Committee (ICC) to ensure a safe, secure, and dignified working environment for women. The ICC serves as a formal mechanism to prevent, prohibit, and redress complaints of sexual harassment at the workplace, in line with the provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, and its associated rules.

The Committee is empowered to receive and inquire into complaints, recommend appropriate action, and promote awareness on issues related to workplace safety and gender sensitization. Details regarding the relevant Act, rules, as well as the roles and functions of the ICC, are provided below.

Complaint Procedure:

Complaints regarding sexual harassment against women may be submitted either in writing or via email at icc_ari@aripune.org. As per the provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, an aggrieved woman may file a written complaint with the Internal Complaints Committee (ICC) in cases where the complaint is against the employer, within three months of the incident. In the event of a series of incidents, the complaint should be filed within 3 months of the last incident. In situations where the aggrieved woman is unable to file a complaint due to physical incapacity, the complaint may be submitted on her behalf by a relative, friend, co-worker, an officer of the National Commission for Women or State Women’s Commission, or any person having knowledge of the incident, with her written consent, as per the Rules, 2013.

The Ministry of Women & Child Development has also launched an online complaint management system, Sexual Harassment electronic–Box (She-Box), on 24th July 2017. This platform enables women working in or visiting Central Government organizations, including autonomous institutions, to lodge complaints of workplace sexual harassment under the Act. Upon submission, complaints are forwarded to the respective Internal Complaints Committee having jurisdiction for inquiry. The She-Box system further allows both the complainant and the concerned administrative authority to track the progress of the inquiry.
